According to the relevant Resolution of the Cabinet of Ministers of the Republic of Azerbaijan, the tightened special quarantine regime will be applied in our country from 00:00 on December 14, 2020 to 00:00 on January 18, 2021. On those dates, in Baku, Sumgayit, Ganja, Mingachevir, Shirvan cities and Absheron region, as well as in Lankaran, Masalli, Jalilabad, Sheki, Zagatala, Guba, Khachmaz, Yevlakh, Barda, Bilasuvar and Ismayilli region centers (except villages and settlements) movement restrictions will be imposed.
“The System for Obtaining and Monitoring Permissions during the Implementation of Special Quarantine Regime” developed by the E-GOV Development Center subordinate to the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and jointly with the Ministry of Internal Affairs, will operate on the mentioned dates.
Individuals working in the institutions and organizations authorized to operate in accordance with the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated December 8, 2020, will be able to act on the basis of a service card, as well as with the permission of the portal "icaze.e-gov.az".
In order to obtain permission from the portal, seal authorized persons of institutions and organizations can enter information about the identified employees into the portal.

Citizens must send an SMS to the short number 8103 to leave their place of residence and location:
Number 1- issued for a period of 3 hours to leave the place of residence and location due to urgent medical necessity or scheduled treatment;
Number 2- issued once a day for a period of 3 hours to leave the house due to the need for purchasing food and other daily necessities, as well as medicines, the need to use public services, banking, postal and other services provided in the areas of work and services allowed to continue their activities, as well as to leave the place of residence and location due to spending time outdoors.
SMS permission is not required to leave the place of residence in case of imminent danger to life and health.
In order to leave the place of residence and location with the aim to attend the funeral of a close relative, each person must obtain a permit through the "102" Service of the Duty Services Administration Department of the Ministry of Internal Affairs of the Republic of Azerbaijan- Call Center.
Similarly, individuals may leave their homes without sending an SMS when summoned to court or to law enforcement. In this case, they must present the document on a summons to a court or law enforcement agency at the request of police officers.
Citizens can apply to the 9108 “Call” Center of "ASAN service" in connection with the rules of using the SMS permission system and questions related to sending SMS.
Individuals, legal entities, and officials are liable for the violation of the rules of application of established traffic restrictions during inspections by employees of the Ministry of Internal Affairs in accordance with the Administrative Offenses and Criminal Codes of the Republic of Azerbaijan.
