With the help of the "myGov" portal that provides a transition from reactive services to proactive services, electronic formalization of power of attorney for vehicles is possible regardless of location, 24 hours a day, all day of the week, without having to go to a notary's office. This was realized as a result of cooperation between the E-GOV Development Center subordinate to the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and the Ministry of Justice.

Citizens can see their power of attorneys in the “myGov” personal cabinet and create new ones. In order to give a power of attorney, a citizen enters the “Electronic Power of attorney” section in the “myGov” personal cabinet and begins the process by applying for a new power of attorney. In the next window, the citizen's registered vehicles appear. The vehicle is selected and information is immediately reported to the citizen if the vehicle does not have compulsory insurance.

In the next step PIN, and series and number of driving license of the person to be granted the power of attorney are included. If the validity of the driver's license has expired, it will be notified and stated that the power of attorney cannot be issued. Then, the validity period of the power of attorney is selected. At this stage, it is also selected that the right to drive a vehicle under this power of attorney can be or cannot be transferred to another person. At the next identity verification stage, the payment function becomes active after the birthplace and date of the citizen, mobile number of the opposite side and other confirming information is provided. The citizen completes the process by making payments through the ASAN payment system. After payment, the information is automatically sent to the State Traffic Police Department.

In the end information on the status of the power of attorney is sent by notification to the citizen's personal cabinet.

As a result of the cooperation of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan with the Ministry of Justice besides electronic power of attorneys other justice services such as marriage and birth registration are also provided through the “myGov” portal, the modern version of the e-government concept. 19 public services and 16 notification services are provided initially through the portal. In addition, it is possible to switch from “myGov” portal to "eAgro", "e-Procurement", "Electronic appeal system" of the Central Bank of the Republic of Azerbaijan, "ASAN pay", "eSocial", "Exchange-Auction".
