EGDC presented a report on the results of the year

E-GOV Development Center (EGDC) of the State Agency for Public Services and Social Innovations under the President of the Republic of Azerbaijan held a report meeting on the results of 2020.

The Chairman of the State Agency Ulvi Mehdiyev attended at the meeting.

Fariz Jafarov, director of EGDC presented a comprehensive report on the work done in 2020. According to the e-Government Development Index published by the United Nations in 2020, Azerbaijan ranks 13th out of 69 countries in the top group and in the top three among landlocked developing countries. At the event, it was noted that despite the prevailing pandemic conditions in the world, EGDC duly performed its duties. The Center has successfully fulfilled the tasks set by the government, put new projects at the disposal of citizens, and has made significant progress in e-government building.

Thus, last year in April, EGDC together with the Ministry of Internal Affairs established “The System for Obtaining and Monitoring Permissions during the Implementation of Special Quarantine Regime”. In 2020, through the system more than 1.27 million citizens and more than 139,000 institutions were allowed to operate. During the year, the SMS permission system received more than 112 million SMS from citizens and relevant permits were issued for 95 million applications.

“myGov”, “e-Gov” e-government portals and ASAN Login unified access system which are widely used by the population were also mentioned in the report. It was noted that the number of “ASAN Login” users in 2020 increased by more than 3 times compared to 2019 and amounted to 1.741 million. The number of registrations for 443 e-services provided by 38 organizations on the “E-Gov.az” portal increased by 175,000 and amounted to 1,266,000. The number of users of the portal "myGov", which provides access to more than 700 e-services with integrated systems, increased by 10 times compared to 2019 and amounted to 433,000. In 2020, the number of services used in “myGov” increased by about 15 times compared to 2019 and amounted to 11.5 million. During the year, more than 3 million 200 thousand notifications were sent to citizens through the “myGov” portal.

The e-Government Information System created by the E-GOV Development Center operates in the form of state-citizen (G2C), state-business (G2B), state-state (G2G). Thus, "e-Agro", "e-Procurement", "e-Auction" projects which were technically developed and activities are provided by EGDC were highlighted in the report as well.

According to the Action Plan approved by the Order of the President of the Republic of Azerbaijan dated July 27, 2020 No. 2178 "On additional measures to ensure the efficient use of water resources" for the implementation of the "Electronic Water Management" Information System project, the relevant work has been started since July 2020. According to the Order of the President of the Republic of Azerbaijan No. 2292 dated November 6, 2020, operational work has been carried out to create a single database on the full restoration of facilities damaged as a result of the Armenian aggression and the cost of repair and construction work.

In addition, the establishment of Electronic Document Management System - EDMS, Task Management System - “ASAN Task”, Human Resource Management System, launch of the National Information Exchange System - "ASAN bridge", which provides secure information exchange between organizations were discussed during the meeting.

The Center paid special attention to complete e-government projects, e-government advocacy, digital literacy and awareness-raising activities in 2020 to make e-services sustainable and accessible to citizens. For this purpose, two waves of the “Ragamsal Jurnalistikaya doghru” program (“Towards Digital Journalism” program) project were implemented in 2020, 45 broadcasts of the "Digital Azerbaijan" program were broadcast on ASAN Radio, campaign, awareness-raising and instructional work continued on the center's official website and various social media accounts.

2020 was also a successful year for EGDC in terms of international cooperation. This year EGDC participated in the international webinar on the topic “The place and advantage of Digital in African Local Governance”, in the e-panel session on “Digital Practices and Solutions to Respond to the COVID-19 Induced Challenges in Governance” within the framework of the International Institute of Administrative Sciences (IIAS) e-Conference 2020. In addition, EGDC participated at the Second Plenary Session of the Ad Hoc Committee on Artificial Intelligence (CAHAI) established by the Committee of Ministers of the Council of Europe (CoE). Last year, Azerbaijan was elected an observer member of the Bureau of the Committee on Artificial Intelligence of the Committee of Ministers of the Council of Europe in the person of Fariz Jafarov, the director of EGDC.

As part of the reporting event, there was also a wide exchange of views on the activities planned for 2021.
